Light Requirement help

Is this enough light for one cactus?It is an aquarium lamp.

I'm not sure but maybe this will be helpful info: When researching grow lights I kept reading that the light should be at least 2000 lumens. I'm not sure of the conversion from watts to lumens though, but I didn't see many recommended lights that were 8W. You could probably use multiple.
