The bottom half is dead and the top half will follow suit if not grafted onto another cactus soon... It would be easier to buy another. Good luck!

Well, that's unusual. It's usually the top half that rots while the bottom half survives.

What you've got there is the second item on this list: http://www.cactiguide.com/most_common/. Dmyerswny is right: you should just dispose of that one and buy another. They're a dime a dozen. It's not worth the time and trouble of trying to regraft it.
