Well, that's unusual. It's usually the top half that rots while the bottom half survives.
What you've got there is the second item on this list: http://www.cactiguide.com/most_common/. Dmyerswny is right: you should just dispose of that one and buy another. They're a dime a dozen. It's not worth the time and trouble of trying to regraft it.
