Yes you did read correctly. I can go out and check my C. winteri just about any day of the year and it will be in bloom or at least have buds that are ready to open. On cloudy/overcast/rainy days the flowers typically do not open.
I have mine in the ground and there are probably a little more than a dozen stems from a couple inches to a couple feet in length.
