This is rust, right?

My cactus started to look extra crispy lately, especially on top and around the new growth. Only the top part is affected. I haven't treated yet, I just want to make sure this is really rust first.Thank you for your help

I don't think either are ''rust'' The top of the plant was damaged a while ago from something. Probably mites or possibly some kind of rot. The other pic is too out of focus.

Yes it looks like old mite damage which may have lead to a secondary infection. Keep it dry and dust with sulphur powder.
