Yea it is interesting I have tried the paper towel in water on seeds ( not cactus) it works.

Interesting indeed! I wonder about that tea bag method for the harder to germinate cactus seeds. I believe the tannins in tea are acidic and have antifungal properties? Perhaps the tannins could speed up germination? Or maybe the tannins will kill the seedlings' first roots?

In the UK the old ladies with ancient cacti on the windowsill used to empty the dregs of the teapot onto the top of the plant pots and they never got re-potted so that was the only fertiliser they ever got. That was before teabags of course so loose-leaf tea, but that should not be different. Don't know if it works with coffee grounds too, but both are of course organic origin.
