Mealybugs maybe?

So recently my friend grew me a succulent for my birthday, but I'm afraid it's gotten another one infected with something. I've quarantined them for now, but I'd like to know what's up with them. Any ideas on how to help them get better if it is a pest??

If those are meally bugs, use a cotton swab dipped in rubbing alcohol to dab the meally bugs to kill them. Continue to keep them quarantined until you know they are all gone.
If that doesn't work, neem oil spray is another option.

Don't look like mealy bugs to me. Something else maybe ?
