Two typical summer bloomers in my conditions are T. polaskii:

Turbinicarpus jauernigii already flowered here and some others are forming buds now . And some do flower off and on all year . Miles2go in AZ usually has a good selection for sale off and on during the year.

T. pseudopectinatus and T. valdezianus are producing flower buds despite being very cold (nighttime temperatures as low as -6C/21F, daytime barely above freezing).

It's always astonishing how adaptable these plants are. I am quite sure it doesn't get that cold in habitat (a quick search says around 40F/4C are the typical winter minimums). My seedlings are in bud right now as well, though my winters are much milder. This past week it was rather "cold" with nights at 35F/2C and days 55-65F/13-18C.

T. pseudopectinatus in bud, the two smaller seedlings budding for the first time since sowing in 2020.

The attached photo is a T. valdezianus which forms many offsets. I am not sure it is normal but all offsets come out from areoles.

Are you giving your plants any water now that they are budding? I'm thinking you are not.

It's not normal at all. In fact, I have only seen grafted T. pseudopectinatus offsetting, never plants on their own roots.

You're right. They will get first water when night temperatures stay above 10C/50F (usually late April). By that time they will flower and form fruits.

You're right, they are kept dry. For me, these will flower late February to early March, but I won't water until after they are done flowering when night temps are more predictably around 50F, mid- to late March.

T. pseudopectinatus f. rubriflorus and T. schmiedickeanus "sandiensis" (NL, Sandia 1590m) are in flower today. Sky has been overcast for the last couple of days so I brought them under the grow lights in order to open completely (to polinate and take pictures).
