Not sure, I'll have to have a look through my Euphorbia book. whatever it's called it is a beautiful plant. It should not be too difficult to ID with those flower bracts.
I suppose lactea (Dragon's Bones) is a possibility. The variegation certainly suggests that, although it is not the only Euphorbia with similar variegation.

I think that is much to spiny to be E. lactea. Take a look at http://www.euphorbia.de and look at his afffinity key P1. It shold be in there, but I don't see any that have the green bracts on the flowers. You can send a pic to the owner of that site, Frank, and he'll let you know what you have.
