I have fruits on my Gymnocalycium quehlianum all the time. They ripen to yellow and then fall off after 30 days or so, but so far no seeds. Maybe I need two Gymno's to bloom in close proximity at the same time?

Yes you will need two genetically different gymnocalyciums to cross pollinate. I got my first gymno seeds last summer on my mesopotamicum which was crossed with my baldianum now I have about 10 seedlings growing from a pod of about 30 seeds.

They don't have to be different species to pollinate, as long as they're not clones. They have to have grown from different seeds.
