I've always understood that it's the convenience factor -- the same reason people here will pay more for pre-chopped veggies when it's cheaper to buy them whole and chop them yourself.
I was in one of the local Mexican grocery stores and they had a little booth where a lady was grilling Opuntia pads and serving them with a corn tortilla and a variety of salsas/hot sauces. I didn't try one. The hot dog wrapped in bacon sure looked good though!
They looked to be thin, young pads with few or any glochids or spines.
Disclaimer: I'm in sunny Arizona, so any advice I give may not apply in your circumstances.
Kroger's is the name of the grocery store, but I think they also have it at HEB. It is on the aisle where they have all the food from different countries, etc. HEB calls it Mexican and Krogers calls it Hispanic. Goya is the name brand, and they have tons of different products, mostly fruity drinks, jalapenos, and different kinds of chiles. If you can find the Goya stuff, it may be there.

If you can't find them at a big store, look at a Mexican market. I can even find them up here in the hills. Beware tho, either you like them or you don't.
