Definitely not a cactus, in any case. Wikipedia says there are about 60 species, most are unfamiliar to me, too. It looks identical to the one native to this region, though - Lewis' mock-orange (P. lewisii), the state flower of Idaho. It wouldn't too surprising it that's what it is, actually - it's been widely cultivated, very adaptable plant. Got one right next to the house, blooming now.
