One of the Tephrocactus types of mini Opuntia's but not absolutely certain which one. But may be Tephrocactus or Cumulopuntia rossiana.

Like most of this group they are variable as to spination, with the flowers ranging from red to yellowish on different plants.

Another choice similar looking globular mini Opuntia if you can find it is Tephrocactus or Cumulopuntia pulcherrimus with the red flower. It was originally listed as T. subterraneus f. incahuasi, but now considered a distinct species and named pulcherrimus. T. subterraneus has a yellow/white to pink flower. Like your rossianus they will flower in an small pot.
