It's a Lobivia.

Any chance of you getting a photo of the flower face on?

the blue green color of the epidermis looks like Acanthocalycium, but it usually doesn't have a red flwoer. THe Cactus Lexicon shows one with a red flower, but I do't think that is in cultivation. The spines seem off also for Acanthocalycium. Mike
