A CFL with that fixture would work nicely in my opinion. CFLs are best for illuminating smaller spaces. Tubes are better for larger areas. The upper most one looks like it might be too small to have enough time to root, but the other larger cutting should root well. Sit it on top of soil mix in a warm, dry, bright place and wait. They're both Gymnocalyciums. The first one looks familiar, but I can't think of the name. The second looks like Gymno. saglionis.

It just happens and once it's there it's difficult to get rid of, but it usually doesn't cause any problems. Sterilising your soil mix more thoroughly can help to avoid the problem.

Those kinds of lights tend to give out too much heat and infrared radiation and can worsen the problem. Using fluorescent lights is a much better idea in my opinion. You can use CFLs or tubes if you like and 'cool white' seems like the best kind of bulb to use.

Looks more like a Trichocereus or something along those lines. Saguaro don't fruit that small and they have different looking fruits.
