I only use tap water and my plant's seem happy and healthy. Although I might give rain water a try this year. Distilled water is just not a cost effective option for me. Too many plants! :)

It's a Opuntia (not sure what species :? ). But it looks like it's not getting enough light, which is called etiolation. The cactus is not supposed to be so thin. I agree with Ian. But like Peterb said I would inspect the roots before I watered. Better yet repot and wait a week then water. :)
