Thanks everyone for the leads. I'm leaning toward a Sedum (it has that look). I'm going to break up one of the tops to see if I can get some leaf starts going. I've had this little specimen for a longtime and it hasn't changed much at all.

Thank you, it does resemble some sort of fungus but reminded me of similar virus or chlorosis that occurs on orchids.

Hello, this was given to me to rehabilitate, it was dry and collapsing in the bottom of a planter pot. Its coming along fine now. Please help ID.
