The top part is a monstrose form of something. Probably Parodia chrysacantion or another Parodia. The bottom part is most likely a Hylocereus, which is a favorite for grafting stock.

I have some grafts like the one you have, i know is Hildewintera auriespina cristata grafted on hylocereus. The normal Hildewintera is a columnar cacti.

That is totally correct. Hildewintera auriespina is also known as Cleistocactus winteri and the non-monstrous form can be seen on CactiGuide.com. Thanks for the correction mavaz!
