Hello everyone on CactiGuide! I am a bit new to the world of cacti, and this is my first post on the forums. I am looking for some help with a diagnosis and treatment for a problem that became significant about a week ago on a store-bought Cleistocactus winterii that I bought in January 2022. Can anyone tell me what this funky red/orange stuff is and what to do for treatment? Please let me know if additional pictures are needed.

If I was you, I will cut the discolor part and keep the green part while changing the soil. After several days airdry, you can place it in fresh new-dry mixture, the roots will come shortly after (1 or 2 months).
This approach is one of the most simple and effective way to prevent the disease from spreading.

I would suggest spraying it with a Hydrogen Peroxide solution.

That looks like classic (old) mite damage to me. Not a disease.
