I see this variety around 12-13000ft on dry slopes in Colorado. I have been unable to identify it in any state data bases. Any help is greatly appreciated.

A stunted Sedum lanceolatum? Edited to change my mind from Rhodiola, the flowers are not anywhere near showing. That colour is normal for some Sedum lanceolatum buds.
