Such echinopsis needs about 1 year for flowering grafted or on own roots no matter. It is used also itself as a good stock with strong roots so there's no need to graft, mb for experience only. Here's my small younger (flowering now, but spines cover flowers) one grown about 9 months outdoors in full sun. ;)
Last october it was more tiny and spineless than yours.

This group is among my favorites. They need much space for roots, much sun and regular watering in summer, fertilizers also suit fine. Fast grower in optimal conditions.
