You have to cut at least 1 to 2 inches from the infection. The fresh cutting surface should have all white color and the ring shape in the middle.

You can disinfect the fresh cutting with rubbing alcohol 71% or 91%

From your picture, I can see that the cactus need to repot into larger container. There root system does not have enough dirt to expand. Your cactus can produce flower. Buy an opuntia specie. It will help you to gain more experience because they are tough to kill. I think there is a " Red Button" opuntia in the Wal-Mart's garden. You should look for it....

You should put your cutting cactus in a dry place not in the pot with dirt like that. Splashing the alcohol 91% in the cutting area so when the alcohol evaporate, the cutting area will be dry too.
