Hi
My son bought this succulent while in college and now has left it to me to care for while he is studying abroad.
It has gotten very gangly is not looking good.
Also near the bottom there are new shoots coming off of the stem.
Can I just cut off the plant above the new shoots???
Is there a way to save the top and root it somehow???
Any help would be appreciated.

It is lengthen, but seems healthy. It even put youngsters at the side. If you chop off the head it should root again. And when youngsters grow a bit more, you can root them too. Or just live them on the old stem, but shorten it first. Either way it should do.

You could make a bunch of plants from this, that long stem could be cut into several sections and each of them rooted, as well as the top. These type of plants (I think it's an Echeveria, but the same is true of many genera) will also grow from leaf cuttings - you just break off healthy leaves and lay them on the surface of growing medium, they will root down and then grow a little new plant.
Just a question of how many you want to start. I would do at least a few extras for insurance in case some don't make it.
