Copiapoa. Probably C. humilis.

How about Copiapoa montana?

Doesn't look like C. montana to me. Looks more like C. humilis to me as well. It's always difficult to ID Copiapoa's, though, unless you have field collection numbers and such. I'd just go with C. humilis for now. :)

I'm not 100% sure it is C. humilis but I'm pretty sure it isn't C. montana. The flower is rather wide, similar to C. grandiflora ssp ritteri (C. esmeraldana) but C. humilis can also have quite squat flowers and is far more common.
