I don't know if it's completely 'normal', but it's nothing to worry about;
quite a few mammillaria can get this reddish color it seems.

M. luethyi when it isn't over-pumped by a grafting stock is quite dense and protected from the sun. Too much light and it goes red.

No buds?

No buds yet. Should I give it more shade? It get bright, slightly diffused light most of the day.

I have no idea what you should do with it. I don't grow grafts partly because of this type of issue.
