Maybe that is why I never get anything from Arizona. If you are close to state line you may want to go to another town in another state and ship. I ship to California and they have similar laws. I believe though that if you ship them as perishable edible as a food item they do not need the certificate. You have to put perishable edible on the box. That is what a grower told me.

Step 1: Put cactus in box.

Step 2: Seal box.

Step 3: Take box to USPS or another shipper.

Step 4: When asked whether your item contains anything hazardous, perishable or restricted, say "no."

Step 5: Wait for delivery.

It couldn't get much simpler.
