for the saguaro, I have seen one that got damaged like that and it grew a tuft ontop of the damaged area(it killed the growth point somehow) and its growing on top of it. I will take a pic to show you what I mean. The flesh sorta died back and it grew an arm almost.
BTW my golden barrel was fine after the 16.7 temp, so they are good down to there.

nice. I have a lot of Opuntia and saguaros mostly. One of these days I need to update my grow list and add it. As for the one that's leaning most of the time from what I have seen of Opuntia that fall over usually if the roots are ok it will put out new pads, of course I do live in Arizona

I went to SE AZ, and this is some of the damage I found. I was amazed at the amount of palms that lived through the cold, many people down there told me that it was below 0 .
