So you did a good deed and placed the fallen Carnegiae upright again?

There are laws in Arizona concerning Saguaros (and all cacti). It's not a good idea, financially, to mess with native cacti, even if you're trying to help. It can be a felony and penalties can include up to four years in prison and a $1500 fine.

Not worth messing with them.
