This was suggested to be Espostoa melanostele but I have been looking at various images & I now believe it could be Oreocereus celsianus. Does anyone agree with this? Any opinion would be appreciated.

No, it's not Oreocereus. Espostoa spines are thin, yellow and needle-like, Oreocereus more red and stouter.

The yellow spines mark it as melanostele, lanata spines are darker - they're otherwise pretty similar.
