Similar to Echinopsis Chamaecereus?
I presume it is grafted?

It looks like a grafted, Parodia magnifica, either a variegated form or some other cause of strange colouring

Obviously chlorotic, which is why it is grafted since it may not produce enough chlorophyll to survive on it's own roots, though from the green parts it's obviously producing some.
