It's the chlorophyll-free form of Chamaecereus silvestrii grafted onto Hylocereus undatus. They are usually quite short lived, not least because the green bit (Hylocereus) is fairly tender.

Yes David Hunt changed the name on moving it to Echinopsis since an Echinopsis silvestrii already existed. Therefore the existing Echinopsis silvestrii takes priority under the "first name at that rank" rule in the Botanical Code covering naming. It you move it out of Echinopsis again to another genus the specific name reverts to silvestrii, unless that genus also already has a species named silvestrii in it.
