please help me identify and care for this VERY sick plant

possible duplicate posting, sorry. had trouble with attachment.

I just took over care for this plant and have no idea what it is or how to care for it

bottom arms fall off if touched, even gently
there are tiny, nice green growths near the top of a couple of the greener arms
there are a few white secretions out of "pores"? near the bottom of a couple of arms

It looks euphorbia mammillaris variegata, and is etiolated by lack of light, and the white secretion must be latex (caution, latex is toxic and caustic)
