My guess is it's a cristate form of an Austrocylindropuntia, maybe A. cylindrica or A. subulata?

Looking on the Internet (through THOUSANDS of pictures) I have come across a tentative identification as Austrocylindropuntia subulata f. cristata. If anyone should know better, or disagree, please post. Thanks.

I would agree that it seems to be a crested form of Austrocylindropuntia subulata
