Bought this hoping it is a Melocactus.It is only small about 3 inches across.Any opinions please?

I think that's a Gymnocalycium, looks similar to my G. anisitsii, but could be a different species. I could always be wrong, but that's my opinion.
A Melocactus usually won't have the little bumps or "chins" in the ribs above every areole (or spine cluster).

Gymno's are far easier to keep in cold UK than Melo's. If you want a Melo, often with a cephalium, keep a lookout in Lidl or Aldi since they often have batches of cacti containing them. Even Ikea has them at times. You are more likely to find cheap ones in these places than in Garden Centres or Nurseriies.

Thanks Dave,I never go into any of those shops.I could go and have a look though but I guess it's a little too late in the year now.
