who took the picture
when and where it was taken
and
why this particular pic was chosen to adorn the Senior Pass card

Pictures on passes will be hard to find the author. I have seen originals entered into contests and the rights are given up to the producers of the new products. Or a theme is pick and pictures are entered. Locally, the "Blossom Trail" does a contest and the winner does receive some money and the rights are given to the "Blossom Trail" and they can use the originals as they want. I'm not sure if the give credit to the author every time they reuse the picture since they bought the rights. Learning to know the names of cactus comes with time, and a lot of help from the site.

No name of cactus of course
I believe vlani's ID completely but was hoping for more confirmation

Did a web search and came up with the following from Kane County Chapter of Utah Native Plant Society:-

"Our February meeting will feature a workshop on propagating native plants by Holly Beck, botanist with the Grand Staircase-Escalante National Monument, and Cheryl Decker from Zion National Park."

It seems "Hobbyman" is correct, since the other credits for passes on this link state the name of the photographer, so presumably Cheryl Decker took the picture:-

The simplest way to resolve the matter is to just contact her here from this link and ask if she took it and name of species:-
