notocactus magnificus (Balloon cactus), variegated specimen?

If you have a cactus plant and need help identifying it, this is the place to post it.

I'm sure it's darker, but is it blue? Anyway, that darker part will expand as it grows, and will probably have the blue "bloom". The pale, sickly-looking part will eventually disappear under the plant and you won't be able to tell it ever existed.

It's a darker green color. I see what your saying, with time it will color up.
