Hi,
This cacti is planted so I don't know where it comes from, maybe not even from Spain.
Was photographed in southern Spain, arid area.
The cacti is very small and so are the flowers.
The gravel around the cacti have stones of around max 2 centimeters size.
Any idea with this flowering cacti?

No Argentina is it's natural home. It is what used to be called a Digitorebutia (meaning finger like Rebutia, a reference to the stems being longer than their diameter), later lumped in Rebutia, but will eventually finish up as an Aylostera now DNA indicates this should be split off from Rebutia again.

Cacti are native to the two Americas with one lonely Rhipsalis in Africa that nobody is sure how it got there. All cacti elsewhere are introduced and not native, even though they may have been growing wild there for a hundred years or so.
