Freaky! Looks a lot like Mammillaroa bocasana 'Fred'.

A monstrose Eriosyce of some kind. Maybe the one usually sold as Neochilenia cv 'China Wonders'.

Identifying monstrose plants in many instances is only possible if you get an occasional reversion to normal growth, since the monstrose growth is often quite untypical of the species it sprang from.
