I'm no expert but it looks like a Euphorbia meloformis. I'm sure some one will come up later and give a more secure answer. I am saying it isn't a cactus because it hasn't got any areoles.
Latin is a dead language thank goodness.

Pretty sure it is a cactus, some species of Ferocactus. The areoles are the wider parts on the ridges, the black dots are where the spines would be.

Looks like a spineless cultivar of Ferocactus glaucescens

More like that the spines were manually removed

This is a very old cactus and spines were not removed. Spines had dropped off by itself.

I believe the most common spineless form of ferocactus in cultivation is that of F.glaucescens.
But this one doesn't seem a lot like that species, to me it looks rather like another Ferocactus (maybe F. echidne?).
Some pictures from above could help more.

Ferocactus schwarzii possibly, tend to loose it's spines as they grow older.

Oh that's right Snowfella, well noticed, maybe a F.schwarzii.

We have this Ferocactus glaucescens growing in Melbourne. The F. glaucescens v inermis is so different.
