Could well be Gymnocalyceum horstii but I'm no expert.
It also looks a bit black on the top but that might change to green.

Agree with Ade. It should flower at that size too. My seedlings flowered just over two years from seed in the 2 inch pot they were set in. This shot of mine was when it was just a bit older:-
