If it were the work of a virus or MLO I would expect people to have directly observed this by now. I'm leaning more towards signaling defects during early cell differentiation, I.e. misallocation of key proteins that cause abnormal development. The same is seen during early mammalian development, leading to many genetic disorders and mutations.
