Cactus/Succulent: Does it look normal?

Hello

My cactus/succulent (I am not sure which) has some of its 'leaves' spread out more than the others, which I am not sure is normal. Also it is not attached to the soil well I can lift it almost independently to the soil, as though it is not attached at all. At the bottom the leaves are dried out and dead underneath the healthy (?) leaves.

Do you have any tips of how to help it grow more healthy?

It looks healthy.
It looks like Sempervivum tectorum, or a related species or hybrid.

Old leaves will go brown and dry up on this plant. If you remove them, it gets rid of a hiding place for pests. If you don't remove them, they will gradually drop off anyway.
This plant can cope with fairly cool summers - it is happy outdoors all year round in a well drained, sunny spot in the UK - with quite a bit of water. If it isn't rooted properly, but the stem isn't soft and mushy, don't be scared to keep the compost slightly damp - not waterlogged - for a few weeks until it roots.

It looks slightly etiolated. If the plant grows in low light then the leaves will be larger and paler, and the stem which you normally don't see will start to elongate.
