Went to lowes today to get supplies. How far up around the base should I fill the pot with soil?

The exact depth isn't critical, I'd probably put it a couple inches deep.

Ok. Since the pot I bought is so big, can I plant both halves in it? Or do they need space?

That pot looks about right for the size of the plant. It's a big jump from the old pot, but that one is really way too small. You don't want to overdo the pot size or it will stay wet too long, so I wouldn't go any bigger.
Normally, I'd say the cutting should go in its own pot since it shouldn't be watered until it grows roots. It's already growing roots, though, and anyway it's a Cereus peruvianus. It's a pretty forgiving plant, you can take a lot of liberties with those. Potting them up together shouldn't be a problem.
I'd wait a couple weeks after potting them to water, give them plenty of time for the roots to heal and for the cutting to grow more roots. Water it very cautiously through the rest of this season, be extra careful to make sure it dries out between waterings.
