These are the tops of a few stocks I used to graft.
What can I do to encourage rooting? Or is it just the wrong time of year?
Mist the pumice (they have calloused)? Keep them warm or cold?

Bury them a centimeter or two, keep them warm(ish), mist them and the pumice weekly or so and when spring comes they'll be ready for repotting. If they become too wrinkled from thirst you may need to repot them sooner and/or water more frequently.

Patience and / or bottom heat!
Some reluctant cuttings have rooted very quickly for me as soon as they have gone in the propagator.
