Mesa Garden in the US, Köhres in Germany, Ludwig Bercht in the Netherlands I would recommend.

Succseed supplied me with great, cheap seeds recently. My only qualm is that since it is a Sweden-based company, shipping takes a few weeks.

Most seeds can be sent anywhere in the world, but due to CITES licencing plants cannot. Many dealers also take PayPal these days so currency conversion not a problem.
