Not into Other Succulents Maja, but I think Agave's produce offsets from the axils in that way. Are you sure the original rosette has not gone blind though? I think most Agave's are monocarpic so have to offset when they flower or die?

I grow about 35 sp. of Agave. I've never seen them make pups in the axils like this. Normally they emerge via stolons beneath the rosette. And.... many species produce pups while the parent plant is in perfectly good health.
I'll grow it as long as it doesn't have glochids. Gaudy flowers a plus.

I have an Agave stricta v. nana which pups like this. I think it's generally more common in cultivated varieties like this one too.

I have that exact same cultivar (actually several as I sell them sometimes). That is perfectly normal behavior for it.
Offsetting depends on the species, some stay a single rosette while others pup prodigiously. It is uncommon to see one that forms pups in the axils, but this is one that does it.
