Between those two I'd probably do succseed. They are based out of Europe so my guess is shipping will be cheaper and the seeds will spend less time in transit. Plus it is much easier to navigate their site. Don't get me wrong, Mesa is great but their website can be hard to navigate. Most importantly I'd say that the less customs regulations to deal with the better. Because (I believe) both you and Succseed are based in the EU there are no (or minimal) import regulations to worry about. Mesa is based in the USA so more hassle is involved.

As a general rule for you I'd recommend looking for a source for plants within Europe before looking elsewhere. Since I'm in the USA I always look within the country first for the same reason which is why given the same choice I'd buy from Mesa!
I'm now selling plants on Ebay. Check it out! Kyle's Plants

Malej Jarda did have plants for sale the other year, but I don't know if they have seed. They send out seed at this time of year but not plants until about April next year:-

Edit: yes just looked they do have seed, but its it's £2.13p ($3.46) for 10 seeds still.

There is a little box currency converter and language converter top right of the above link which lights up to choose one as you move your mouse arrow down the list. As I remember they do take PayPal

I've had great success with seeds from http://www.koehres-kaktus.de" onclick="window.open(this.href);return false; however they are expensive though I got 100 percent germ rate.
