What is the secret of Gymnocalycium Saglione?
Oh tell me do!

I have bought seed for this cactus several times. It never germinates!
I have a good deal of experience and success with many plants.
I just cant get these to go.

So whats the secret?

Secret? Shouldn't be difficult, but presumably whatever conditions you're using are not what it needs. I find they germinate well in "propagator" conditions, which for me is around 15C-20C at night and 25C-30C during the day, with relatively long days.

No problem here either, it germinates like any other gymnocalycium (and thus like most cacti). Might the problem be the source of the seed?

They have small seeds, so probably don't remain viable for more than a season or two. You might want to try a different seed source.
