Carnegia seeds

Has anyone but be grown Carnegia from seed before?
My seeds sprouted almost 3 years ago, but ate still only about 3/16" tall with 1/4" spines.
Should I water more?
Do I need to transplant?

This picture is around 4 months old, but the seedlings are still the same size.

The pot is around 2" wide.

That's quite small, even for a 3 year old Saguaro! :) Their growth may have been stunted by a number of things, such as too much light, but I suspect that you haven't been giving them enough water. With most of my seedling cacti, I try to keep them moist all/most of the time. They are very slow growers anyway.
