One of my echiverias has started shrinking is it light water or too much water

Not enough water.oToo much water and it would be more puffy or 'full' looking I would think. Let someone else confirm this. Feel soil and see if it's dried out.

Too much water can lead to root rot, which is followed by the top half of the plant drying out because there is nothing to transport the water to it no matter how wet the soil. Take it out of the pot and check the roots, in particular the base of the stem. If all looks good then it may well be underwatering.

there should be a healthy bunch of roots on the plant.

I might if riped off some roots replanting yesterday but it was like This before

If the condition of the roots is the same as they were and there are no signs of rot, then you may want to consider increasing the watering just a bit. I find that a general rule is that if the soil feels dry both in the top and bottom of the pot, it is definitely time to water.

just watered it ill see how it does the roots are a concern though i grow manly cacti (in a succulent town!) so is that normal for a plant that size?

I have not grown that type of plant before so I am unsure. I would say that some healthy roots are better than no roots. ;) I would give it some water and see how it goes!
