Mature aloe plant TWO

This aloe plant, for some reason, has stopped producing babies. It is a fairly young plant and has only produced two babies. Also many of the leaves got little black spots on them. This caused the leaf to pinch and bend down, I then cut the damaged leaf off. I think the black spots are rot spots, but the only pop up every once in a while.

The new shoots in the middle are nice and fat. However, the bottom leaves are very skinny and brown. What would happen if I trim the bottom leaves off, let them heal shut, and replant the aloe past it's previous dirt line? Cover the damaged section under dirt? Because the plant is getting quite tall...

I pull off ugly leaves from my aloe every spring and then replant (or if outdoors, top with compost). They do fine.

I would say that this one needs more light. The new leaves are pale and wimpy-limp looking.
My cactus must be gods. They demand blood sacrifice.
